Keyboard Shortcuts not Working

Keyboard shortcuts are not globally working. I followed the directions and added Minify to accessibility. I had to click the plus and add it directly. It hadn't shown up like normal, but it's there enow and checked. I tried changing the defaults, but nothing works. The shortcuts only work while in Minify. Advise?
